THE COMMISSION ON YOUTH

The Commission on Youth (COY) is a non-statutory advisory body, comprising members from a wide spectrum of the society who care about youth development and are directly engaged in youth work, as well as representatives from Government departments. The COY consolidates community efforts to assist in formulating and implementing youth development programmes and activities and nurturing young people as future leaders with vision, creativity, leadership and commitment.

The COY advises the Government on matters pertaining to youth, as well as organising, or co-organising with other groups, various activities to facilitate youth development. The COY also initiates research on matters pertaining to youth and provides information to the Government and youth service organisations. In addition, the COY offers international exchange opportunities to Hong Kong youths, sponsors study tours and exchange programmes to the Mainland for Hong Kong youths through the Community Participation Scheme for Organising Study Tours to the Mainland, and sponsors qualified local organisations or groups to organise large-scale youth programmes in Hong Kong through the Large-scale Youth Programme Funding Scheme.
